
THE RULE OF LAW
Creating a unitary anti-corruption mechanism in all Member States is a priority of my mandate. By eliminating corruption, we will free up the resources needed for education, health, infrastructure and a better life for all European citizens.
The mechanism should contain:
- Common general definitions of corruption on 3 levels: obtaining undue benefits in office, abuse of power, association to commit acts of corruption;
- Common European integrity criteria for access to public office (incompatibilities, interests, revenues);
- Common European rules for excluding all cases of corruption from immunity.
DIGITAL VOTE
Labor mobility also means rights mobility. Ensuring the fundamental right to vote is a priority. No matter where we work and live, we must have a say in the positive evolution of our countries.
Ensuring remote voting should include:
- Common rules for remote voting for all European citizens;
- Secure infrastructure that can serve elections for all European citizens;
- High-performance procedures and programs to eliminate fraud attempts.


PARTICIPATORY BUDGET
For transparency and involvement we need a participatory budget. Thus, taxpayers decide how to spend a % from their tax money and are motivated to become constructively involved in the communities in which they live.
The mechanism should contain:
- Creating a unitary framework for implementing the participatory budget at the level of local administrations;
- Agreeing a minimum recommended percentage for a pilot implementation and then expansion / development depending on the results;
- Monitoring results, sharing good practice and developing the European framework accordingly.
